Setup an client in the domain and in a workgroup also tried to setup Outlook 2003, but the problem was the same I was also trying some registry Keys for changing the autodiscover behavior but nothing helps. The Testconnectivity-Tool is working fine as well Running AutodiscoverTest within Outlook is working fine. I even had problems setting up the account as the automatic discovery couldn't set it up. 
I set up a testclient and have the same issue. He has this issue when hes connecteced locally or remote via VPN or Outlook Anywhere. Some time ago a user reported that his outlook keeps asking for his password several times a day.
